Hand management games are games with cards in them that reward players for playing the cards in certain sequences or groups. The optimal sequence/grouping may vary, depending on board position, cards held and cards played by opponents. Managing your hand means gaining the most value out of available cards under given circumstances. Cards often have multiple uses in the game, further obfuscating an "optimal" sequence.

I may be stuck here... Love the theme and game mechanics, but the scenario power creep seems out of control--or I am just really bad at deck building.

This is the first Saga expansion that was a little bit of a letdown for me. It was still a lot of fun, but the second half of Two Towers doesn't have too many moments that can translate to the game as well as every other part of the series, and so these quests aren't as perfect thematically or as interesting as many other boxes. Shelob's Lair is probably the best, but it is far and away the longest quest that I have ever played in this game, and can really feel like a drag if she gets too many resource tokens on her. The player cards are great support for Rohan, Trap Decks, and Ents, but don't really include anything game changing other than Hero Damrod as the lynch-pin that really makes traps shine.
