Hand management games are games with cards in them that reward players for playing the cards in certain sequences or groups. The optimal sequence/grouping may vary, depending on board position, cards held and cards played by opponents. Managing your hand means gaining the most value out of available cards under given circumstances. Cards often have multiple uses in the game, further obfuscating an "optimal" sequence.

I got the impression that it was expected players would get through this scenario quicker as I only ended up playing about half of the contents, the issue I found it I had bad luck with getting monster after monster and didn't get to move very far. I was close to moving to the last act when the scenario finished with my defeat.

Unfortunately it’s another quick death ending scenario. I feel, across the Arkham cycles I’ve played, the last scenarios are the least satisfying because I see so little of them - there’s no exploration time, our characters are often pretty beaten up, and the difficulty can spike as well in a jagged way. In this case I gather there’s thought to be a scaling issue too that affected our 2 investigator group, which isn’t a great feeling at all given the cost of this stuff. It must be frustrating for designers too; it feels like development and playtesting is the issue. My farewell to AHLCG purchases, and really to the new FFG as a whole, was on that sour note.

I feel like the scenario could have been balanced better especially for solo games. Arkham is difficult but this scenario is impossible to play solo with. Would love to see an official fix to the problem but there is a balance some people created online to google for (reducing encounter card decks, more doom counts, etc.) In saying that, Where the Gods Dwell is very interesting and unique in its own right, keeping in mind that you will definitely lose.
