Variable Player Powers
This mechanism requires players to select individual actions from a set of actions available to all players. Players generally select actions one-at-a-time and in turn order. There is usually(*) a limit on the number of times a single action may be taken. Actions are commonly selected by the placement of game pieces or tokens on the selected actions. Each player usually has a limited number of pieces with which to participate in the process.

Played at four. The core concept is interesting - a worker placement game in which many of the actions to be drafted from are placed by the players with the added tempo consideration of the rising water. I felt it dragged a good bit, and find that I have little patience for these tactical, resource exchanging games. So much felt more like a spreadsheet than a strategy game in the mid game, and I resisted the urge to politely excuse myself. It felt better near the end, whether I had learned to appreciate it better or was simply relieved that something was occurring isn't totally clear to me. The whole affair felt less interactive than it probably was - not a great sign. There are some odd production choices that negatively impact how playable this is. It's very easy to knock pieces over and not very easy to see over the airships.

I think Whistle Mountain had the potential to be great, but some elements feel really unbalanced or luck driven. Particularly with the cards and start powers. I really like the idea of making worker placement spots then having them go obsolete. But this just doesn't do it for me. Art is charming, though.

Its an okey game. There are in my opinion some inbalance in the player asymmetric powers. Some small variant for bidding on these with initial starting resources would make the game better.
