Tile Placement games feature placing a piece to score VPs, with the amount often based on adjacent pieces or pieces in the same group/cluster, and keying off non-spatial properties like color, "feature completion", cluster size etc.
Tile Placement
This mechanism requires players to select individual actions from a set of actions available to all players. Players generally select actions one-at-a-time and in turn order. There is usually(*) a limit on the number of times a single action may be taken. Actions are commonly selected by the placement of game pieces or tokens on the selected actions. Each player usually has a limited number of pieces with which to participate in the process.

/2022-12 (2023-03) My first 2p game of Small City Deluxe German Ed. (with my eldest daughter) took about dense 9 hours: setup w/ tile punch-out, rules reading/explaining, 8 (open) rounds of play. We had 116-75=41 and 103-77=26 points in the end. The German rules are good but have some deficiencies listed below. Also the iconography on the tiles and cards could be improved a bit. The poor box insert increases the gaming down-time. Small City GERMAN Errata ======================== 1. Die Gehilfen werden in Phase 1 jeder Runde gemischt und neu ausgelegt. p.8: Choose Your Special Action for the Round Shuffle the 8 Action cards and place them face down in a circle as depicted to the right. Once the entire circle is placed, flip them face up. 2. Wohngebiete dürfen nicht im Einflussbereich von Industriegebieten (und umgekehrt) errichtet werden. Neben Fabriken sind dies auch Läger, Raffinerien und Häfen (hier nur die 8 landseitig umschließenden Felder!). p.11: Residential Zones are not allowed to be Influenced by any Industrial buildings[: Factories, Warehouses, Refineries, Harbours (by 2/3rds)]. 3. Fabriken produzieren je ein Baumaterial genau der Art (Holz, Stein, Metall), auf dem ein Bürger steht. p.18: 3. Collect Factory Income a. In any order you like, each Citizen on a Factory space produces one building material matching the space (wood, stone, or metal). You must place each building material either on an empty space in a Warehouse (not necessarily a Warehouse adjacent to the Factory) or in an empty space of City Hall (maximum 4). 4. Stadtratsplan: Der Stadtrat für Wirtschaft belohnt mit 2$ oder 2 Stimmen (bei Kosten von 1$ oder 1 Stimme). Tipp: ⭐-Seite (für Fortgeschrittene) verwenden (Unterschied: Besondere Versprechen als Alternative) p.21: Row 3 — Department of Economy: You immediately get the indicated money or votes — whichever you choose. Column 1: $2 or 2 votes. General Rules and Game Improvements =================================== A. Special Powers of Factories It seems odd to say, that Factories have (in contrast to e.g. Commercial Zones) no Special Powers (see p.12), as they produce building materials when activated/occupied by Citizens (p.18 Collect Factory Income). B. White squares on tiles Parks have one white square to host at most one Citizen, BUT its ability to reduce pollution does not require a Citizen to activate it. School, Museum, Library, and Metro Station (!) - wo/ any squares - can host as many Citizens as they have spaces. Clinic and University are - though big tiles - limited to one Citizen (which activates their ability). Conclusion: The white [squares] on tiles indicate 3 things: a spot to hold something (city hall or warehouses), an activation (factories, commercial, police/fire station, university and clinic), or to indicate something contrary to the rules (parks with their one box to indicate they only hold one citizen/meeple). C. Promise cards E.g. Promise #7 shows a lying Citizen 'x3', meaning "At least three dead Citizens."; better: '>=3' (BTW: Do killed Tourists also count against this?) D. Contradiction!? p.14: University: You can activate the special power of the University by moving one Citizen to this tile in Phase 3: Move Citizens (this building is limited to one Citizen). As long as the Citizen is there, this special power is in effect: You get 3 Votes in Phase 5: Vote (see Phase 5: Vote). ??The University does not need to be activated by having a Citizen in it.?? [cmp. w/ Metro Station!] Important Concepts ================== 1. Tile placement 1 Q: I assume buildings can be build anywhere in the legal area of you player board, as long as the requirements are fulfilled, e.g., a level 1 residential building could be placed anywhere, not [necessarily] touching any other building? A: Yes. So long as you meet the requirements. Parks, 1-space residential areas, 1-space factories (with warehouses), public buildings, [new] cemeteries... can all be built anywhere within your limited area on your player board. 2. Tile placement 2 Q: The rule state that you can use "either side" of a construction token, but can you also rotate it 180 degrees, so icons are basically upside down? A: The only important thing is that factory or commercial locations stay in the same spot, so to speak, when they upgrade, so that the "$" space, for example, stays in the same location and grows out from there. 3. Mandatory movement Q: Any production slots that are occupied from the previous round MUST be vacated during movement and CANNOT be re-occupied in the current round, so every spot produces at maximum every other round (unless the occupant dies from pollution). A: You can think of it like workers working shifts in the business. And it is important to note that citizens in residential spaces need not move. It's really only the citizens working in commercial and industrial spaces that need to move. Others in residential spaces or those activating government buildings can stay in position. The movement rules can sound confusing and seem to imply a greater sense of migration than there really is (usually). Just move your working citizens and those spots must remain vacant, with the exception of death by pollution (as you have stated) - and tourists, who (in turn order) can take spaces that have just been vacated by the current player on their player boards. 4. Movement - New Homes for Citizens Q: The only way citizens leave the city hall is to enter empty level 1 residential areas, and that happens after all other movement is complete. And also once, out of sequence, when you first build a level 1 residential building. A: This is another reason why you might not immediately build larger residences, even if eligible. [1-space residential areas] are cheaper, grow for free and come with citizens. 5. Phase 2 'Build' The biggest reason [to plan this phase in secret] is that it forces the earlier players in turn order to build what they need instead of waiting to see what their tourist can use in other boroughs. As Alban says, it's really only for the first few turns.

Low production value for a deluxe edition (mistakes on the board, bad card images, unbalanced objectives)

Gameplay wise, it’s a 8.5 for me. Once you learned the rules, it surprisingly tight and easy to follow. Give a similar vibe to clinic deluxe which I like a lot. Component/rules/cost bring this down for me. rules are not terrible but feels like missing many parts (especially the solo mode), and the game is expensive for the components. (Doesn’t really feel deluxe)
