The Campaign/Battle Card Driven mechanic is a relatively recent development in war games that focuses the players' actions on cards they have in their hand. The very basic idea is that performing a single action uses a single card. Games where cards are used to determine the outcome of battles do not use this mechanic.
Campaign / Battle Card Driven
Card drafting games are games in which players pick cards from a limited subset, such as a common pool, to gain some advantage (immediate or longterm) or to assemble hands of cards that are used to meet objectives within the game.

Several plays via Vassal, while my game sits in shrink awaiting the end of covid. Very enjoyable and engaging. Beautiful map. May 2020. Bumped to 9. Thoroughly engrossing. The events and war tiles introduce just the right amount of randomness and uncertainty. Still only via Vassal, with several opponents. Aug 2022. Bumped to 10. Have had several face to face and Vassal plays. Always tense and engrossing. Play reveals numerous thematic elements enhancing the pleasure - such as the need to set yourself up for conquest of territories by having the right naval and fort positions, the diff numbers of territories available in the different regions, especially that so much is up for grabs in the Caribbean and that fleets play an outsize influence there.

Spiritual succesor to Twilight Struggle. While you may get the same feeling it is a very different game regarding mechanics. Imperial Struggle is a great game, lots of depth with only a bit randomness (contrary to Twilight Struggle). Looks daunting and difficult, but after one play it is actually medium/light on the complexity rating. I do recommend to watch the 45 minute instruction video here on the geek for your first play. After that only read some things and was good to go!

A great game for those who can jive with the theme and play more intuitively, less analytically. There is a lot of information to absorb on the board, and arithmetic pauses can really cause the game to drag. But with the right opponent, this game is glorious.
