Card drafting games are games in which players pick cards from a limited subset, such as a common pool, to gain some advantage (immediate or longterm) or to assemble hands of cards that are used to meet objectives within the game.
Card Drafting
Hand management games are games with cards in them that reward players for playing the cards in certain sequences or groups. The optimal sequence/grouping may vary, depending on board position, cards held and cards played by opponents. Managing your hand means gaining the most value out of available cards under given circumstances. Cards often have multiple uses in the game, further obfuscating an "optimal" sequence.
Hand Management
The primary goal of a set collection mechanic is to encourage a player to collect a set of items.
Set Collection
The simultaneous action selection mechanic lets players secretly choose their actions. After they are revealed, the actions resolve following the rule-set of the game.

This expansion offers content that is just as great as what’s in the base game. As such, I wouldn’t want to miss having this one in my collection.

Rating with base game. On the whole, a nice addition to play with while perhaps not adding quite as much substance to the game as the Leaders expansion. The biggest addition here are the black "city" cards which, in a couple of instances, actually add new elements to the game (the ability to 'copy' an opponent's technology, or the inclusion of a diplomacy mechanism which allows players to skip the military conflict phase of the game). However, the other thing that the black cards add are more powerful variants of standard cards (e.g., a black card in Phase III that worth 5 military points whereas the regular red cards in Phase III are worth only 3 military points), which can help to workaround some of the 'pat' strategies of this game (at least at lower player counts, since the game gets less and less strategic for each additional player over 3 that is introduced).

A simple expansion that adds a few more cards and leaders to the game. It makes the game more interactive because it provides more ways to mess with your opponents. I like it.
