The primary goal of a set collection mechanic is to encourage a player to collect a set of items.
Set Collection
This mechanism requires players to select individual actions from a set of actions available to all players. Players generally select actions one-at-a-time and in turn order. There is usually(*) a limit on the number of times a single action may be taken. Actions are commonly selected by the placement of game pieces or tokens on the selected actions. Each player usually has a limited number of pieces with which to participate in the process.

I wish the rulebook was clearer on what the actual goal of the game is: gearing up to be the most influential player in the energy market after peak oil hits. The different technologies are a bit abstract, and I'm not sure whether the theme comes through, but the game works and is fun to play.

I don't get it. The only way oil comes onto the board is if players put it there. But by putting out oil, you enable the other players to have first crack at taking it. And everything costs oil so oil is power and I don't want to empower my competitors. So the only answer is... to not put oil out? But then the game grinds to a halt and we all stare at one another wondering what the point of the game is if you can't actually serve your best interests by following the direction that the game ostensibly *wants* you to go. And we stare. And wonder. And stare. ... .. .....until I sell the game.
