Hand management games are games with cards in them that reward players for playing the cards in certain sequences or groups. The optimal sequence/grouping may vary, depending on board position, cards held and cards played by opponents. Managing your hand means gaining the most value out of available cards under given circumstances. Cards often have multiple uses in the game, further obfuscating an "optimal" sequence.

The worst pack for lord of the rings I've played but not terrible. It's dependence on clearing locations is unique to me so far and required changes to my normally quite powerful deck.

Hands down, the Hills of Emyn Muil is simply the worst quest released for this game. It's simply an uninteresting slog that can take way too long to finish. And even at the time it was released it was an easy quest. There's nothing wrong with easy quests, but easy [i]and[/i] lengthy is a bad combination. There is no tension in the quest, and the worst thing it can do to you is make your game even longer. So, do the player cards make this pack worth owning? For the most part, no. The hero Brand son of Bain is under-appreciated in my opinion, but is someone you could probably live without. The only player card I'd consider worth buying the pack for is the ally Gildor Inglorion. Everything else is mediocre to bad, with a couple of the cards in the running for some of the worst player cards ever made. If you are not a completionist, this is easily a pack you could skip.
Bayushi Sezaru
The Lord of the Rings LCG is so good I can't really believe FFG made this (well, after seeing the huge amount of faqs and clarifications I actually believe it was made by them...). The first cycle of expansions adds more awesomeness in form of new heroes, cards for the decks, and new quests. This is one of the weakest quests so far: only the first one of the core set has been easier to resolve. There's lots of locations, and if you can manage to handle them, the Emyn Muil shouldn't be harder than drinking a glass of water...
