Hand management games are games with cards in them that reward players for playing the cards in certain sequences or groups. The optimal sequence/grouping may vary, depending on board position, cards held and cards played by opponents. Managing your hand means gaining the most value out of available cards under given circumstances. Cards often have multiple uses in the game, further obfuscating an "optimal" sequence.
Hand Management

FFG put themselves between a rock and a hard place. By giving us too few cards to get anywhere close to a tournament-legal deck in the starter set, they had a choice between a) providing lots of duplicates, so players aren't annoyed by being "forced" to purchase multiple decks to get access to all the cards they need, but on the other hand doesn't give us enough variety of cards to actually do any interesting deck-building, or b) providing a large enough variety of cards to do interesting deck-building, but basically forcing the consumer to buy multiple copies of each product in order to get enough cards. The bottom line is, there aren't enough cards and deck-building isn't interesting. Option b) would have sucked but at least given us a functional game. Option a), the one FFG chose, gives us the illusion of player-friendliness but doesn't actually give us enough variety of cards to make the game at all interesting. So anyway, I gave FFG a chance because I love LotR and ... well, actually, that's the only reason I can come up with. So, I'm done with this product now.
