The idea is better than the execution. I am interested in tryinG Men at Work. It may be a better implementation. It is satisfying to build, but very fiddly. Many games end early because it is so easy to knock over. 6.9 to 6.5

Tokyo Highway is one of those rare games you don’t play primarily to win (although you still do, and have to) but rather for the pleasure of building something beautiful together with the other players and then gazing the outcome with a bit of satisfaction: that sight repays your (small) efforts, even if you lost, as there’s something gratifying in seeing the "sculpture" made out of disks, sticks and little colored cars that resulted. I’m not saying you don’t have to play to win, on the contrary, but in such a simple game like Tokyo Highway you should know better than aiming at winning: as a game it’s quite faulty indeed, since the rules don’t always make sense (and sometimes are open to debate) and the first player has a huge advantage on anyone else. Hence you have to find alternatives to enjoy this game: and luckily it’s not difficult to find one, which also saves an otherwise dull dexterity game. And it is building a little piece of art.
