Hand management games are games with cards in them that reward players for playing the cards in certain sequences or groups. The optimal sequence/grouping may vary, depending on board position, cards held and cards played by opponents. Managing your hand means gaining the most value out of available cards under given circumstances. Cards often have multiple uses in the game, further obfuscating an "optimal" sequence.
Hand Management
Tile Placement games feature placing a piece to score VPs, with the amount often based on adjacent pieces or pieces in the same group/cluster, and keying off non-spatial properties like color, "feature completion", cluster size etc.

7 rating is for the Advanced game, which allows players to substitute up to 6 unique cards into their standardized 12 card deck. Each of the 6 cards for each of the 4 decks is unique with game-changing rules. It makes this game explode with replayability, and as a microcard skirmish the Advanced play is a blast.

Reminds me of "Ruse & Bruise", even though they are pretty different. The problem with this one is, that it's prone to AP players, as everything on the table is face up unlike in "Ruse & Bruise". Away from that the game is completely fine and far from being bad. May be best with 2 as that will decrease the chaos and make it somewhat tactical. Could see myself rating it higher at 2 players only.
