Hand management games are games with cards in them that reward players for playing the cards in certain sequences or groups. The optimal sequence/grouping may vary, depending on board position, cards held and cards played by opponents. Managing your hand means gaining the most value out of available cards under given circumstances. Cards often have multiple uses in the game, further obfuscating an "optimal" sequence.

Wow! He makes you want to it all with his ability to ready ready ready. Friction Resistance is amazing for playing Always Be Running.

Quicksilver feels really good - his whole thing is taking a bunch of actions (And making them more and more effective) which isn't really something anyone else does - and makes defending very effective and can also lead to utterly explosive turns. His prebuilt deck works fairly well, though a lot of the protection stuff isn't really needed with the core things he's doing so there's a large amount of room to improve. Like Ant-Man/Wasp, Quicksilver has the problem where he's clearly designed to be played with Scarlet Witch (To the point where his alter ego power is fairly lackluster without her) but if you actually play with her you end up blanking the unique ally of both which feels really bad.

Quicksilver is a fantastic hero that is very fun to play. The combo of powering him up with various upgrades and then triggering 2-5 actions in the hero phase is just so tasty. The theme comes across great in his deck and it is just a blast to play.
