Dice rolling in a game can be used for many things, randomness being the most obvious. Dice can also be used as counters. The dice themselves can be unique and different sizes, shapes and colors to represent different things.

Play occurs upon a modular board that is composed of multiple pieces, often tiles or cards. In many games, board placement is randomized, leading to different possibilities for strategy and exploration.Some games in this category have multiple boards which are not used simultaneously, preserving table space. Unused boards remain out of play until they are required.

In games with a trading mechanic, the players can exchange game items between each other.

Variable Phase Order implies that turns may not be played the same way as before and/or after.

Variable Player Powers is a mechanic that grants different abilities and/or paths to victory to the players.

Voting allows players to influence the outcome of certain events within the game. The vote may be all or nothing, choosing a target for an effect, or to determine the results of certain situations. Players’ votes may not have equal weight, and blocking a player from voting can be a valid tactic.

Unless you're playing Twilight Imperium as a lifestyle game, I don't see a need for this expansion. It adds a significant dose of new rules, and what it does to the game is add layers of randomness and tactics in the form of new powers and abilities. Having shiny new tools to play with is fun and all, but it doesn't feel like the base game really needs it.

The expansion is almost a necessity for Twilight Imperium: it adds planet exploration, relics that grant powerful abilities to your faction, new technologies, mechs (a new type of ground force, with each faction's mech having a unique ability), leaders, new factions (two of my favourites are in the expansion), and more action and agenda phase cards. You should also get all of the Codices printed out for the game, as well.

Adds even more flavor to TI at the expense of even more stuff to keep track of. Not really necessary for anyone outside of hardcore players, but hey epic is what TI is all about. I like the new factions from what I've seen from both a game and lore perspective. I do wish it had been a modular expansion, if you want to play the new factions you have to go all in. I doubt I'll use it enough to justify what I spent on it but that's TI in a nutshell lol.
