I like having this extra board that lets you take a smuggler to get big rewards for a turn, I've played every game so far with it and I doubt I'll play a game of this without it.

This expansions allows for 5 players, which is ridiculous, but also adds an alternative character and a new spot on the board. The new board has extra powerful actions but award outcast tokens that may award negative points at the end. This mechanism we recognize from the Lords of Waterdeep expansion, but it's well-loved there and works well here. I however have two problems with it. The actions spaces are probably a bit too good. The negative points don't really compensate enough for 2 reasons. The first is that only the player with the highest value is guaranteed to lose points, which kind of takes the edge off. If you get high random numbers early, you might as well go all-in to compensate your 5 points and it's always best to try to stay in second place, which doesn't have any penalty while still getting the great actions, which may happen randomly and feels unfair. LoW did it so well - the more people took the bigger the penalty. That also allows for a no-corruption strategy, which is actively dissuaded here because if someone else goes hard you want to find the tokens that make the tokens lose points. The second reason is that the Angler's Cove location allows you to do any challenge, which is just incredibly flexible. It lets you draw a challenge and attempt it immediately, or get a bunch of resources and then complete a challenge using those resources. It's that one extra bonus that just makes these spots too good. I realize that if you couldn't do anything here it would be too bad, but that's what the Angler's Cove specific challenges are supposed to be. Speaking of those challenges, that's my other issue. The setup instructions means that there's always a special challenge available, but since these don't cycle they may get stuck and then you get none of the fun challenges. It seems like a weird extra rule that causes more problems than it solves.
