Deck building/Pool building refers to a collection of related mechanisms. Players have a personal pool, or collection, of cards or tokens, that provide different actions and/or resources. A subset of those cards/tokens are randomly drawn each turn.
Deck / Pool Building
This mechanism requires players to select individual actions from a set of actions available to all players. Players generally select actions one-at-a-time and in turn order. There is usually(*) a limit on the number of times a single action may be taken. Actions are commonly selected by the placement of game pieces or tokens on the selected actions. Each player usually has a limited number of pieces with which to participate in the process.

The ultimate bag builder. The Trade and Intrigue expansion is essential, as the beneficial deeds board for the base game is boring. I have played this one over ten times and I think it will be in my collection forever, though I don't have the urge to play it regularly. In Orleans, you will draw workers from your bag each turn and assign them to locations on your player board to take actions on the main board. The first player to reach certain spots will gain citizen tiles for bonus points at the end of the game, and don't forget to move around the map because there are plenty of treasures over there, and once a guild hall has been built in a non-Orleans city no one else can built there. The variety of tiles you can get from the traders, and the tasks you can fulfill on the map with the T&I expansion add some much-needed replayability to this one. I tend to go for knights, craftsmen, and boatmen, because typically in my groups the boatmen tend to get ignored by the other players, but the beautiful thing is that if other players go this route there are many other ways to win. Having a good tradesman tile that aligns with the worker you have the most of is important, and technology tiles are critical. Overall this one hits the table maybe twice a year and that is just right for me. That said, I'm always happy to teach and play Orleans.

9+ plays / 4, 5 players LIKE: Even though it's just another efficiency race game, there is lots to explore. The multitude of strategies is very fun and the main point of the game. Good game arc, from building the engine early to claiming townhalls at the end. Gameplay was smooth. The bag-building mechanism is fun, if not a bit random. Nice thick tokens (TMG version). Good 4 to 5 player game (I have additional player pieces). DISLIKE: Money wasn't tight, so the events seemed pointless (the expansion events changes this slightly). Goods gained weren't used for anything but points, so that felt bland (the expansion changes this). Lacks player interaction at times. Rules weren't complete, felt they left some questions unanswered, for example, when token leave the game or are re-added to the supply. I don't know if the game is as good with 2-3 players. OVERALL: Good to great game. In the beginning, I was surprised it was rated as high as it is, because I didn't feel the game tension. After a few more plays with experienced players, the game began to shine. I like it because of the sheer amount of strategies to pursue, but the game is an efficiency race to drop houses on the board. The expansions add more to the efficiency race, and change the game up a little. The expansion's order cards really make traveling around the board interesting. (Upgraded rating after a few plays, the subtleties really come out only after a few plays.)

I was really disappointed in this one. I did not like the randomness of the bag pulls (and I have come to like Hyperborea). I generally despise strategy games that use random event decks. If you fall behind early in one of the tracks, it can be a long game just to finish out the stretch in what you know is a losing game. I can also see this feeling very samey after just a few plays.
