Ages 13+
Hand management games are games with cards in them that reward players for playing the cards in certain sequences or groups. The optimal sequence/grouping may vary, depending on board position, cards held and cards played by opponents. Managing your hand means gaining the most value out of available cards under given circumstances. Cards often have multiple uses in the game, further obfuscating an "optimal" sequence.
Hand Management
This mechanic usually requires players to pick up an item or good at one location on the playing board and bring it to another location on the playing board. Initial placement of the item can be either predetermined or random. The delivery of the good usually gives the player money to do more actions with. In most cases, there is a game rule or another mechanic that determines where the item needs to go.
Pick-up and Deliver
The primary goal of a set collection mechanic is to encourage a player to collect a set of items.

12/15/21 - Kickstarter edition arrived! Was extremely stoked to get this to the table. First game was 4 player - you can get royally screwed in this game especially when you spend your measly 2 actions to try and set yourself up to complete a crime only to have it unravel by the time it becomes your turn again. 3 inconsequential turns later you ditch the crime card to draw a new crime which is even more difficult to complete. Meanwhile, another player draws and completes a card because the condition happens to be a single action away. I want to give this game another chance - I believe a major strategy for this game is to continually gain grip on the criminals to get them into the extra action section of your board, in order to complete the crimes. During this initial play, I had too many turns where I was one or two actions shy of setting up the required conditions to complete a crime. If that doesn't work this will go down as one of the most regrettable purchases in a very long time. There are just too many hurdles to complete crimes for this to be any fun! The heat in the districts restricting board actions - the chapter restrictions and conditions to complete crimes are very stifling. Because the weight of each action is so high the draw crime card action should only be used to draw only the side crime cards and never a chapter card. Even the Ditch & Draw phase of your turn is punishing due to the fact that you do not redraw the same amount of cards you ditched! Which makes the draw crime cards board action even more useless. NOT FUN AT ALL!

This game could be a 9 or higher for me but it has 2 huge flaws and they kinda work together. -Huge amount of downtime -Game Length I'll start with the downtime. This game literally feels like a tactical duel style game because of how everything you do on your turn changes almost everything for the next players. Which is fine and fun in those games. But this one has that same feel but with so much downtime. The downtime is felt so much because you literally can't plan on other people's turns because nothing will be the same when it gets to you. The downtime isnt because of AP which is sad because at least ap means people are thinking. The downtime comes from the extreme amounts of upkeep after your turn. If you complete a quest on your turn. People are going to be waiting for like 5 minutes until your down doing all the upkeep and end game planning. Length of the game is extremely long! This game should be 45-1hr. Every time I play this with any player count. It's at least 2 hours and that's with a group who usually play games under the minimum play time on boxes. I want to love this game but it's not worth the 2-3 hrs of my game night. If I'm going to play a game that long it isn't going to be a non strategic game like this.
