The Campaign/Battle Card Driven mechanic is a relatively recent development in war games that focuses the players' actions on cards they have in their hand. The very basic idea is that performing a single action uses a single card. Games where cards are used to determine the outcome of battles do not use this mechanic.
Campaign / Battle Card Driven
Card drafting games are games in which players pick cards from a limited subset, such as a common pool, to gain some advantage (immediate or longterm) or to assemble hands of cards that are used to meet objectives within the game.

Spiritual successor of Twilight Imperium in the 18th century. More complex, heavy game system with many special rules. # Long playing time - High learning curve, a lot of little rules

I was initially disappointed with this one, as it was originally billed as a lighter and shorter game than Twilight Struggle set in the 18th century. This is neither shorter nor lighter; in fact, there's quite a bit more going on in this than Twilight. However, even though I have only played this once, I've grown to really appreciate it and do want to play it many times more. It is a really interesting mix of action selection, area majority and clever card play, and all these come together in a way that will make each game different from the last. Thoroughly impressed and would recommend to anyone who can stomach the complexity!
