Hand management games are games with cards in them that reward players for playing the cards in certain sequences or groups. The optimal sequence/grouping may vary, depending on board position, cards held and cards played by opponents. Managing your hand means gaining the most value out of available cards under given circumstances. Cards often have multiple uses in the game, further obfuscating an "optimal" sequence.
Hand Management
Play occurs upon a modular board that is composed of multiple pieces, often tiles or cards. In many games, board placement is randomized, leading to different possibilities for strategy and exploration. Some games in this category have multiple boards which are not used simultaneously, preserving table space. Unused boards remain out of play until they are required.
Modular Board
This mechanic usually requires players to pick up an item or good at one location on the playing board and bring it to another location on the playing board. Initial placement of the item can be either predetermined or random. The delivery of the good usually gives the player money to do more actions with. In most cases, there is a game rule or another mechanic that determines where the item needs to go.
Pick-up and Deliver
This mechanism requires players to select individual actions from a set of actions available to all players. Players generally select actions one-at-a-time and in turn order. There is usually(*) a limit on the number of times a single action may be taken. Actions are commonly selected by the placement of game pieces or tokens on the selected actions. Each player usually has a limited number of pieces with which to participate in the process.

Great game. Looks good on the table. Solid components. But most of all, it's thinky and plays very quickly. Sure, multiplayer solitaire but very enjoyable. I did not find it dry at all. I think the theme comes through--welcoming newcomers to your city. It was easy-to-learn. Icons are very clear so you don't need to look at the rulebook. 1st-time play at 2P, we played in about 1 hour 45 including punching everything out and set-up and figuring out the rules. Once you have played it a couple of times, I can see players zipping through this game quickly yet having a satisfying experience. Also, the clever scoring of your lowest score on two tracks is your final score thus allowing less strong players (me) not to lose by a huge amount.

It is so tempting to form a grand plan to maximize your nobility rank or stockpile bread and books and cash those resources in to collect a large windfall of points when it is most advantageous to do so. But, the wonderful thing about this game is that so many wonderful choices appear out of nowhere and tempt us to take our game along a different path. I really enjoy the benefits given by the advisors and I love the challenge of managing the two scoring tracks. Very good game indeed.

We had a very fun round and the game was also very close. Nevertheless: The game is a typical 08/15 Euro point collecting game with very little interaction.
