Deck building/Pool building refers to a collection of related mechanisms. Players have a personal pool, or collection, of cards or tokens, that provide different actions and/or resources. A subset of those cards/tokens are randomly drawn each turn.
Deck / Pool Building
Hand management games are games with cards in them that reward players for playing the cards in certain sequences or groups. The optimal sequence/grouping may vary, depending on board position, cards held and cards played by opponents. Managing your hand means gaining the most value out of available cards under given circumstances. Cards often have multiple uses in the game, further obfuscating an "optimal" sequence.

This game reminded me of "Viva Java!", because it kind of does to set collection what "Viva Java!" does to yahtzee (so it is a nice little twist on your average set collection filler game). However, it is probably not a game we'd play often. Its rating seems to basically suffer from its name and the publisher's description that both seem to easily raise false expectations / give a false impression of how it plays: While the game's THEME is Civilization Building, its distinctive main MECHANISM is basically Set Collection Rummy-style with a really nice twist on card effects which is not what the average civ fan might expect from the description and what I (being interested in but not really playing civ games due to their length) certainly did not expect from it when our FLGS gifted this one to me: Reading the text on the box, I rather expected a short card game / family version of games in the line of Trough the Ages, Terra Mystica or Utopia etc. ... and while you kind of build a tableau you can derive effects from and while all of BGG's definitions fit, in my opinion it would have made more of an impact if the description would have been different, pointing out that this is a short, nice little - i.e. not very complex - filler set collection game with a refreshing "civ gamey" twist.
