Dice rolling in a game can be used for many things, randomness being the most obvious. Dice can also be used as counters. The dice themselves can be unique and different sizes, shapes and colors to represent different things.

Variable Player Powers is a mechanic that grants different abilities and/or paths to victory to the players.
Variable Player Powers
This mechanism requires players to select individual actions from a set of actions available to all players. Players generally select actions one-at-a-time and in turn order. There is usually(*) a limit on the number of times a single action may be taken. Actions are commonly selected by the placement of game pieces or tokens on the selected actions. Each player usually has a limited number of pieces with which to participate in the process.

An interesting expansion. Sadly, it FORCES players to compete for horses and rodeos. If one person is unchallenged in this area, he EASILY wins the game. I don't like this blatant coercion AT ALL. New characters are always nice, but they won't compensate for the lack of balance (and the Cowboy character makes things only worse). It's a real shame as there are some very promising ideas in this horses/enclosures/rodeos part :( EDIT: The following fix helped and made the game well-balanced: the value of subsequent rodeo tokens for each player is fixed and following: 4, 3, 2, 1 (there is no tie with horses). It can be solved in other ways as well. But the bottom line is: you MUST seriously weaken the scoring of rodeos.

2019-01-28 Initial Rating: 7.0 (January 2018) I like Carson City so I was keen to play Carson City: Horses & Heroes. As it turned out, we didn’t include all of the rules in the game so this will be a short comment. When I play the expansion with the full rules, I will come back to comment on them. Carson City: Carson City: Horses & Heroes adds more characters which is the most important addition for me, sadly, unlike the previous expansion, it only adds 3 new characters. I expected way more from it :(. Of those 3 new characters, I have only played with the Paperboy. It is a cool character, he allows you to play first AND to choose any other characters but the Sheriff! The cost to use it is $3. Overall, very powerful character! The new rules can be explained under 2 minutes if you are familiar with the game but I haven’t played with the rodeo rules. Carson City: Horses & Heroes adds a 6th player to the game. I generally don’t like this, but the game plays fast enough so I can stand a 6th player game if I must, but I still think Carson City is best enjoyed as a 4 player game. Bottom line Carson City: Horses & Heroes is an ok expansion, I’m disappointed by its price as it comes with very few components. I expected a lot more characters but it comes with only 3 and I expected more buildings but it doesn’t have any :(. Still, I will keep it as I really like the base game and the expansion adds some new options I would like to explore. I will mix the characters with the base ones except for The Cowboy who needs the horses to play. As soon as I play with the Rodeo, I will come back and write about it. I'm a bit disappointed by it, the previous expansion was great, in comparison, this one seems mediocre. Current Rating: 6.0

As someone who rates the base game a 9, this expansion is a major disappointment. Based on one play (with the rules posted on kickstarter) Broken economics! If you win 2 rodeos, than each horse at $4 is worth 3 VPs. Nothing else even comes close to those BROKEN economics. Runaway leader. If they win all 4 rodeos, than each horse is worth 5 VPs. WTF ??? And let's not even get started about the price being charged for such minimal content.
