Variable Player Powers is a mechanic that grants different abilities and/or paths to victory to the players.
Variable Player Powers
This mechanism requires players to select individual actions from a set of actions available to all players. Players generally select actions one-at-a-time and in turn order. There is usually(*) a limit on the number of times a single action may be taken. Actions are commonly selected by the placement of game pieces or tokens on the selected actions. Each player usually has a limited number of pieces with which to participate in the process.

I think the addition of External Works and Private Buildings shifts the focus away from producing energy and towards building structures to unlock income (especially equipment which you consume to claim external works which provide a lot of value) which I don't really like. Also, there's an opening which we've found to be a little too strong (external works giving up 2 excavators for $4 and a tech tile used to take Elevator level 1). Tech tiles are strong because they enable multiple builds of the same building type to unlock income, some of them also have very strong effects (Elevator level 1, Wild level 1, etc.) Which is why taking them as a first move in round 1 should set you back in terms of money and leave you vulnerable on the board. With this External Works though, not only do you not have to pay, you even gain money, which leaves you in a strong position for claiming spots on the board. All for the measly cost of 2 excavators which can easily be regained.

Neu sind Werkzeuge, die man sich gegen den Austausch von Baggern und Zementmischern holen kann. Die Ressourcen sind dann aber echt weg. Teilweise ist das teuer, teilweise sind die Boni es aber echt wert! Zweite Neuerung sind die Häuser, die man wie andere Bauten ... ähm, nun ja, bauen kann. Aber nicht auf dem Spielplan, sondern auf einem extra Tableau. Jedem Haus sind danach wieder Aktionen zugeordnet, die man nutzen darf, wenn man ein Haus gebaut hat. Ja, auch das erinnert an Marco Polo. Die Hausaktionen sind teilweise echt mächtig und daher sehr sinnvoll zu nutzen. Mir hat die Erweiterung sehr gut gefallen. Sie fügt nicht viel hinzu, aber das bisschen macht es sehr gut. Schade, dass ich sie nicht habe …

I've played Barrage close to 10 times now. When teaching new players, I stick to the Advanced Rules but w/o TLP; in games where everyone has played at least once, we always include TLP. Switching between playing with and without the expansion has made it clear to me that I really enjoy the extra options and strategies that TLP provides, as well as the increased replayability due to having even more variability of the starting conditions.
