Card drafting games are games in which players pick cards from a limited subset, such as a common pool, to gain some advantage (immediate or longterm) or to assemble hands of cards that are used to meet objectives within the game.
Card Drafting
Hand management games are games with cards in them that reward players for playing the cards in certain sequences or groups. The optimal sequence/grouping may vary, depending on board position, cards held and cards played by opponents. Managing your hand means gaining the most value out of available cards under given circumstances. Cards often have multiple uses in the game, further obfuscating an "optimal" sequence.

Maneuvers that directly attack an opposing player's strength, level, life points or do something else to impede their progress.

I enjoy the sense of escalation once you get your engine going. The biggest knock against it is that the fifth and final round can go on for too long; I end up feeling antsy during the fifth round (even in the single-player variant). I cringe at the imperial/colonialist theme, especially because it is entirely unnecessary.

Imperial Settlers is one of the better-known Portal Games games, but maybe they're just all not for me. I was pretty excited to try this but didn't even like it as much as 51st State. I prefer this theme and wanted a nice solid tableau builder to add to my collection. When we tried it, this was such a by-the-numbers engine builder that I listed it for sale as soon as we'd wrapped up the first session. I felt like I had little real decision-making ability as I built every card I was able to draw and still lost by 15 points. Apparently being able to draw cards early is a huge part of the game, and I drew 1 card that would've let me draw any additional cards, while my opponent drew 4. 51st State seemed to be much more enjoyable when I played that, but I wonder if that's just the added context of 5 more years in the hobby. That said, the asymmetry of Imperial Settlers with the individual draw decks does seem to be the part that bugged me the most, so maybe 51st State really is just a more put-together game. Sold this one straight off. I really don't care to spend more time trying to redeem a game I thought was so mediocre. Actually, a 4 might be generous -- this one's a [BGCOLOR=#FF6699] [b]3.0[/b] [/BGCOLOR] in my book.

Don't let the cutesy art and misleading title fool you. This is a well crafted civ building game by Portal where you draft cards to build the most kick ass empire you can. Sometimes you raise buildings, sometimes you make deals with other cultures, sometimes you exploit your civilizations synergies to achieve good outcomes and depreciate your opponents. It all ends up looking like a bunch of Care Bears trying to murder each other with butcher knives. Fun times.
