The primary goal of a set collection mechanic is to encourage a player to collect a set of items.
Set Collection
Tile Placement games feature placing a piece to score VPs, with the amount often based on adjacent pieces or pieces in the same group/cluster, and keying off non-spatial properties like color, "feature completion", cluster size etc.

The extra meeples are neat. The trade goods seem like nice, but they are rarely the deciding factor when calculating final scores, so we don't really compete over them much during the game. It's OK, only added sometimes for a longer game.

Interesting expansion. The 2nd play from the builders breaks the predictability of your turns. Though ghe bridges can be frustrating when not closing a road at the right moment.
Al Stech
This is pretty much a perfect expansion -- it adds to the original in a big way. Collecting goods adds depth and challenge and encourages a different style of gameplay (encouraging you to finish other player's cities at times). The addition of the builder is what really takes things to the next level though. It makes the whole game feel a lot more strategic and less reliant on luck. The pig I can take or leave, but this is a great expansion and I wouldn't normally want to play Carc without it anymore.
