Card drafting games are games in which players pick cards from a limited subset, such as a common pool, to gain some advantage (immediate or longterm) or to assemble hands of cards that are used to meet objectives within the game.
Card Drafting
Deck building/Pool building refers to a collection of related mechanisms. Players have a personal pool, or collection, of cards or tokens, that provide different actions and/or resources. A subset of those cards/tokens are randomly drawn each turn.
Deck / Pool Building
Hand management games are games with cards in them that reward players for playing the cards in certain sequences or groups. The optimal sequence/grouping may vary, depending on board position, cards held and cards played by opponents. Managing your hand means gaining the most value out of available cards under given circumstances. Cards often have multiple uses in the game, further obfuscating an "optimal" sequence.

Every review drops the word elegant for a reason, it feels like a well designed machine where all the systems fit together perfectly.

Update: I had to pick this one up again -- the mechanics are that good! Concordia has fired a bunch of other games for me because it's the platonic ideal of a great Eurogame. Elegance is the main word I think of when describing Concordia. After finally buying it, it's convinced me that it's something special. This is a midweight Euro with almost no rules overhead and a lot of interesting decisions to be made. What other players do matter in the game, and the different interactions keep the game fresh and interesting all the way through the final scoring. It's not like the game's a looker, but the interactions are interesting and there are interactions, which is more than you can say for most euros! This is a smooth game that's a nice mid-to-lightweight choice. I would bump this to a 9, but surprisingly this hasn't had the uptake that I'd expect from my gaming group, though we do crack it out occasionally. Very elegant Euro game with an interesting hand management element. Reminds me of Lewis and Clark, though I like Concordia better. With five players, there can be times when you have your next several moves planned and it makes the down time between turns seem overly long, but this doesn't happen too often. Despite that, I still like the game quite a bit.
